The Commonwealth urges the Andalusian Regional Government to reconsider its proposal to improve the safety of the pedestrian crossing on the A-5054 near Urbasur after the accident last Monday

The organization regrets the accident and reiterates its efforts with the Highways Department to reduce the risk posed by this access point and the intersection with Paseo de las Cumbres.

The Commonwealth that manages the Islantilla tourist enclave, shared by the municipalities of Isla Cristina and Lepe, publicly regrets the accident that occurred last Monday on the A-5054 road near Urbasur, and urges the Andalusian Regional Government, which owns this road, to reconsider its position regarding the proposal submitted by this entity to work together on improving the safety measures applicable to the pedestrian crossing where the aforementioned accident occurred, as well as the one located at the intersection of the same road with the Paseo de las Cumbres, both considered high-risk points for pedestrian traffic between the upper and lower areas of Islantilla.


Strengthening the safety of both pedestrian crossings has been the objective of the efforts that have been carried out by this Association of Municipalities before the Road Service of the Territorial Delegation of Development, Territorial Articulation and Housing in Huelva, since on August 18, 2021, authorization was requested, in the first instance, to intervene in these problematic sections, both on its own initiative and at the request of numerous residents in the area.


The Works, Urban Planning and Services Area of the Commonwealth reiterated this request on June 6, 2022, obtaining from the Junta de Andalucía the requirement of the contribution of a construction project endorsed by a professional with technical training in the matter (engineering of roads, canals and ports; technical engineering of public works, or similar).


To respond to this requirement, the Islantilla Association of Municipalities proceeded to open a file for the hiring of a specialized company that prepared the requested document, sending it to the Road Service on December 14, 2024, after a prior study to provide possible technical solutions to the problem.


The presented project proposed the following actions at both points of the A-5054:

  • Improvement of access from urbanizations and residential areas to both pedestrian crossings, guaranteeing their accessibility and eliminating architectural barriers (roads in poor condition or uneven surfaces that hinder passage for people with reduced mobility).

  • Enhance the visibility of both pedestrian crossings through improved horizontal and vertical signage, as well as the installation of appropriate beacons to alert both pedestrians and drivers.

  • Installation of protections, defenses and barriers to increase pedestrian safety.

  • Increased lighting to ensure better visibility and safety, also during night driving.

Following a new request for rectification by the Andalusian Regional Government's Road Service dated January 16, 2025, and after the submission by this Association of Municipalities of the required technical documentation, the Andalusian Regional Government's Road Service sent, on May 6, 2026, a report indicating that "the indicated pedestrian crossings are located in situations that do not appear suitable from the point of view of pedestrian safety and compliance with current regulations, and therefore the suitability of their situation is under study," determining that "as they are, the aforementioned pedestrian crossings are suitable for the occasional passage of pedestrians, which is guaranteed by the difficulty of the access path to them.".


The report concludes that: "implementing the proposed measures to improve traffic flow on the right side of the road will encourage the use of these crossings, which will cease to be sporadic and become much more frequent, thus exacerbating the existing road safety problems at these crossings. Therefore, this Road Service considers the proposal presented to be unfeasible, as the new situation implies a worsening of road safety for both pedestrians and vehicles traveling in the area. Consequently, the intended action would not be authorized under Article 63.3 of the Andalusian Road Law.".


In light of recent events and various incidents of varying severity that have occurred at both pedestrian crossings, the Islantilla Association of Municipalities reiterates its willingness to work jointly with the Regional Government of Andalusia to eliminate these hazardous points along the A-5054 road for the safety of Islantilla residents and visitors. This will provide a definitive solution to the mobility problem they pose, and it is no longer possible to delay a solution that citizens have been demanding for years and that is essential for the physical safety of pedestrians and drivers.
